The only thing I could think of is that somehow your connection to the SMO server is being severely stunted. I have no idea if this is something client side or not, but in general, I see no faults with the SMO server on my end. Sorry I can't be of much more help than this, but I have no clue what the underlying problem could be here.

I would imagine you just got unlucky, and attempted to download packs when something was happening with the server maintenance wise. Perhaps try again soon and see if the speeds change.
