Happy anniversary!

I had this issue a while back. The file is associated with Microsoft Visual Studio. A quick Google search led to this download:

I think some people had issues installing the redistributable as well, but I remember this working for me.

You only need to put the part after the v= inbetween the tags. You're trying to hard to make the file harder.
