So I fixed the problem, but I want to leave this here so I can share how I fixed it. Basically in debug I turned on monkey inputs, selected slow mode then just trial and error it until monkey inputs took me to the key config in the option settings. So that was fun.

So I hit the menu option to separate menu inputs from the core gameplay inputs, without first binding any menu inputs, meaning that I have no control in the menus at all.
