This should be solved on the beta server. I would appreciate additional testing but tested quite a bit myself (port 9999).
I found this effected a lot of songs. Here are ones in my folder:
http://stepmaniaonline.net/transbug.txt
The downside now is that for these songs the play count will not be accurate.. unfortunately there is not a great way of getting around that now.
edit: Actually saw a good opportunity (only 2 people on the server) to update this tonight.

I'd gladly test it but I won't be able to untill this friday, though you'll probably have the server updated already before I get to play
Thanks for looking into it in any case!
And yes, as you said, this affects a whole load of files, as the whole point of the TRANSLIT fields is to be a translation of the 'raw' artist.
So if present, they will inevitably be different
Would it not be possible to have the server check the data consistently though?
So both times either 'raw' artist/title only or translated artist/title only, instead of the current combi of raw AND translated which causes this issue?
Anyways it's good to know the problem doesn't lie at the UTF8 :]

Ah I see ;c I misunderstood in that case. Thought it was a serverside problem instead of client-side.
