Installation issues

I've attempted to install the latest version of Stepmania several times, but each time I've encountered the exact same error:
"The program can't start because d3dx9_43.dll is missing from your computer. Try reinstalling the program to fix this problem."
This issue is occuring on a tablet PC running Windows 8.1.
