Why theres 2 Group names but no user is one of them?

I just a quick question. I wanna know why are there 2 Group names "Registered COPPA users" and "Bots" when I looked both of them I don't see any users one of them.

Are these 2 group names are going to be Registered to users to be one of them for later in SMO?

COPPA users are children under the age of 13 who need to have a form filled for consent to use the forums I believe. Bots are pretty self explanatory, like the Google bots that periodically are online gathering information.
