Congrats, nobody really care about this post you made. Pretty much anyone could use SM 3.95 or SM5 whatever they like in term of noteskins, gimmicks or theme-wise.

XML or LUA, it's really about the preference that's most comfortable.

As for gimmick simfiles, go with OpenITG instead.

I think it is general understanding that stepmania 3.95 at this point is a crutch on stepmania development. There isn't really anything to celebrate other than the 10th anniversary since stepmania online's initial conception.
