I think packs could somewhat be seen as music albums. We have artist/original compilation albums, i.e. packs with original content that is exclusive to that pack where the creator was involved, and then there's mainstream compilation albums i.e. packs made by a third party that consist of various simfiles taken from existing sources. This pack would fall under the latter.
It is as Cube said, majority of simfile packs that are created contain original content either by one person (the creator of the pack itself) or multiple people who collaborated to create the pack by supplying their original simfiles. It is actually the norm for packs to consist of original content, so packs like the one you made here are often frowned upon since it is considered redundant and/or misleading (like you're trying to take credit for something you had no involvement with).
I personally have no problem with 'fan compilations' like these but I do advise that when you do something like this, at least mention the fact that you've taken existing simfiles and briefly explain why you made the pack, in order to prevent misunderstandings. And of course give credit where it's due if possible.
