I still think it is a good idea though and this system would be great for single release files or even just downloading single files that you like out packs.
An expansion on this idea would be to add a tags column to the song in the database and be able to edit those tags to include things such as what packs it is in and the simfile artist. These tags could be used for the song search and would able to list an entire song pack.
On a related note I'd like to be able to upload songs to houkounchi.net and then write up an orginized download page from the main site and link to them there. Probably just for the most popular stuff so people have something to get started with and be able to play online.
Would also be a good place to link to client downloads too.
