Graphics Guide

So, I, like many people I know suck at making graphics, which requires reaching out to others to make banners/bg's.

I look at released packs and there is absolutely beautiful graphics work. Whenever I ask for tips, they say "just use photoshop" or "just use illustator"

Is there an actual place I can go to learn how to make good graphic banners? Photoshop tutorials generally don't do this.

I just download a good BG & BN at google images & I edited :)
