[Added] Online Play Rules

I figure this could be added to the Connection Guide or along side it. It would be helpful to have a guide for in game play, like a "Room and Server Etiquette", if you will. Examples could include things like,
-Don't hijack a room
-Don't beg for Operator
-If the room lists that a certain pack is being played, have those songs

I realize not all players use or even check the forums, so that could present a problem; (though, it could be redirected from the main page in announcements or something.) Also, I know that these take a while to write up, but I hope it would prevent a lot of common online play mistakes and frustrations.

Having a set of rules for people to follow would be a great thing to have posted. Even if they aren't checked by everyone, if we make it publicly available for all to see, than that would mean kicks / bans would be more justified because they should have known to check the rules.

I might write something up for this, because it seems like quite a few people on SMO have problems behaving like they should when it comes to picking songs or reading room titles.
