Regardless of how you feel, it was technically declared as a StepMania package, and meets pack requirements (which are beyond lax). To tell you the truth, I already hosted them before I even saw your message heh, but I did quite a few things today and wasn't around long after to say much.

There are lots of "re-packs" in existence, honestly it seems like it's fairly difficult to find a pack with entirely original steps, much less songs. Fact is no matter what I do, there are going to be endless repeats, and above all else this is an archive of StepMania community history. If someone makes a pack, no matter how stupid, terrible, or pointless it may seem, it is still StepMania community history, and should be archived. It's not like the packs are going to get praise or anything, it's just going to be one more drop in an ocean. It serves as only a fallback for the pack creator, or those looking for older files previously lost from the world. Essentially, it's just an archive of pack history, and if it's a pack, I'll archive it for the sake of that alone (assuming it was made for the sake of being a pack, and not just to clutter SMO).

Not that I'm exactly ecstatic about the repacking of files that are not single releases, but hey, I'm an archiver, not a judge.
