[Implemented] Create a "Rules of Posting" thread.

I haven't seen one yet and it can help deter people from making bad posts/bad threads.

I know they take a while to do, but it might be nice...

I can think of a rule right now, don't speak in 1337 5P34K and try to use full words such as you instead of u.
